What it fetches
Reads publicly published Spanish public-procurement notices from the Plataforma de Contratación del Sector Público (PLACSP) open-data endpoints, to evaluate whether a tender-analysis product is buildable from them.
How it behaves
- One request per second, hard ceiling — never parallelised.
- Retry-After is honoured; a 429 or 503 stops the run rather than backing off into a retry storm.
- No circumvention of any kind: no cookie replay, no JS-challenge solving, no proxy rotation, no User-Agent impersonation.
- Only endpoints the platform publishes as open data. Nothing behind a login is fetched.
- Bulk archives are preferred over pagination wherever the platform offers them — same data, orders of magnitude fewer requests.
Making it stop
If this traffic is unwelcome, mail the address above and it stops the same day. There is no ticketing queue in front of it; the mailbox is read by the person who runs the crawler.
